The Curacao Sailing Festival takes pleasure in inviting you to compete in the fifth Heineken Regatta Curacao, January 25, 26 and 27, 2013. Three days of racing for the racing class and two days for the other classes.

NOTICE OF RACE
1. RULES
1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing. Including Appendix B for windsurfing competitors. The rules of entered classes, except as any of these are altered by the sailing instructions. 1.2 No national authority prescriptions will apply. 1.3 If there is a conflict between languages the English text will take precedence.
2. ADVERTISING
2.1 See ISAF Regulation 20. Boats may be required to display advertising chosen and supplied by the organizing authority.
3. ELIGIBILITY AND ENTRY
3.1 The regatta is open to all boats of the Racing Class, 5.5 meter class, Racing Cruising class, Cruising class, Open Fun class, Multihull Class, Beach cats class, and Windsurfing formula and funboard.
3.2 Classes will be confirmed or altered by the final decision of the classification committee.
3.3 Eligible boats may enter by completing the registration form and delivering it, together with the required fee before or on the registration day.
4. FEES
4.1 Required fees are as follows: Racing class, Racing Cruising class, Cruising class, Open Fun class, Multihull class ANG 175.- (1 US$= ANG 1,75), Sailboards, Sunfish and Optimist ANG 55,- Beach cats ANG 110,-
5 SCHEDULE
5.1 Registration will be at the Regatta desk on the wall at the Plaza Piar (Plaza hotel) on Thursday, January 24th. 2013, from 1 pm till 7 pm.
5.2 Measurement and inspection: Saturday, January 19th, Sunday, January 20th and Monday, January 21st. 2013, Upon reservation.
5.3 Dates of racing: Friday January 25th, 2013: Commodores Cup for the Racing class, 5.5 meter class and Beach cats only and the Sta. Barbara to Annabaai Feeder Race for all yacht classes. Saturday January 26, 2013: 2 races are scheduled for yachts, 3 for beach cats, sunfishes and optimist and 4 for the sailboards.. Sunday January 27th, 2013: 2 races are scheduled for yachts, 3 for Beach cats, Sunfishes and optimist and 4 for the sailboards.
Warning signals will not be made before 8:55 am.
5.4 The Prize giving Ceremony will take place on Sunday January 27th 2013 on the wall at the Plaza Piar (Plaza hotel)
6 MEASUREMENTS (Yachts and 5.5 class only)
6.1 Participants of the seagoing yachts with exception of the Open/Fun class must have a valid 2013 CSA digital rating certificate. Even if you just had your boat measured in 2012 it must be checked by a CSA Measurer and reissued. This takes very little time. CSA rating certificates are validated by CSA Measurers using an online rating program. Only these digitally certified certificates are considered valid. Updating can be part of the registration procedure. In case of a new measurement there is a possibility for a limited number of boats to be measured prior to the regatta. 7. RATING RULE
7.1 Live-aboard and Cruising boats without a valid CSA digital rating certificate have to sail in the Open Class under the Simplified CSA Rating Rule. These boats do not need to be measured. Filling out a simple form is all that is required. The idea behind this ‘open class’ is to allow live-aboard cruising boats to join the fun. It is not intended for boats that do a fair amount of racing or high performance boats. 7.2 CSA Dual Headsail Certificate. CSA 2011 and onward certificates will display ratings for two headsail options. Any two headsails can be presented for measurement and be included on the certificate. Two sets of TCF’s will be generated for each certificate. Upon registration both TCF’s must be registered with a notification on the Headsail/ TCF you are planning to use. When sailing under a different TCF as notified at the registration, the Race Committee must be informed as soon as possible. Failing to do so may result in disqualification. No changes in sail size can be registered after the start of the first race of the series concerned.
8. SAILING INSTRUCTIONS
8.1 The sailing instructions will be available at registration.
9. VENUE
9.1 The race courses will be held on the waters south of the island of Curacao. From the old city center to the east side of Willemstad. There will be different length courses for the different classes. 9.2 The Sta. Barbara Commodores Cup will be held on the open water in front of the Sta. Barbara Hotel.
10. PENALTY SYSTEM
10.1 Decisions of the International Jury will be final as provided in rule 70.5.
11. SCORING
11.1 The Low-Points Scoring System, Appendix A of the Racing Rules will apply. When classes have completed more than 3 races in a series her worst score will be excluded.
12. PRIZES
12.1 Sta. Barbara Cup for the winner of the Commodores Cup. 12.2 In the Heineken Regatta Curacao prizes will be awarded for the all classes. 12.3 A extra overall price of will be available for the winner of the racing classes including the 5.5 meter.
13. DISCLAIMER OF LIABILITY
13.1 Competitors participate in the regatta entirely at their own risk. See RRS rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
